These coins were issued as part of The Royal Mint's lunar Shēngxiào coin collection.

The rat (or mouse) is actually the first animal in the lunar cycle. The Royal Mint did not start to produce lunar coins until 2014, with the Year of the Horse, so the rat is only mid-way through their series.
Those born under the Year of the Rat / Mouse are said to be successful, clever and content with living a quiet life. Other years of the rat include 2008, 1996, 1984, 1972, 1960 and 1948.
The obverse was designed by Jody Clark. It shows the fifth coinage effigy of Queen Elizabeth II.
A legend reads:

The reverse was designed by P.J. Lynch. It shows a rat amongst some foliage and bears an inscription which reads as:
